The Department of Justice set those dates in an interim final rule published April 20, 2026 (91 FR 20902), which extended the dates in the 2024 rule. Your date depends on your population. It covers more than web pages. The 2024 rule applies to the web content that state and local governments provide, and that includes conventional electronic documents: PDFs, word-processing files, presentations and spreadsheets. They must meet WCAG 2.1 AA by your compliance date, subject to narrow exceptions such as certain archived content and some preexisting documents.

Not always, and the report tells you when it does not. From Level 2 up, a file counts as verified only when all our machine checks pass, its text is preserved, its DocoMatic Score is 95 or higher and veraPDF finds zero failed PDF/UA-1 rules. Machines cannot judge whether alt text is meaningful or a reading order makes sense, so those items are listed in the report for review. Level 1 output is structurally checked but not validated against PDF/UA.

PDF/UA (ISO 14289) is the technical standard for accessible PDF files: it defines how tags, reading order, alternative text and metadata must be built. WCAG 2.1 AA is the broader accessibility standard for web content, including documents, and it is the standard the ADA Title II rule adopts. PDF/UA governs how the file is built; WCAG describes what people need from it.

Yes, at Levels 2 and 3. Scanned pages get English-language OCR so the text layer matches the page. OCR adds 2 credits per page at Level 2 and is included at Level 3. Level 1 does not run OCR. Low-confidence recognition is flagged in the report, and handwriting is not something OCR reads reliably.

Yes. Level 2 handles simple fillable forms, including field tooltips. Level 3 handles complex forms, including radio button groups, choice lists, required-field flags, format hints, marked signature fields and tab order across pages, and it includes a reviewer spot-check.

Some tools generate an HTML version of a document and post it alongside the original. That can be useful, but the original PDF stays on your site unchanged, and it is still a document you publish. DocoMatic returns a remediated PDF. From Level 2 up, that PDF has passed veraPDF PDF/UA-1 validation, so the file you publish is the file that was checked.
